Intern Report

In this context, NNIRR would like to share an internship research report – produced by NNIRR’s fall 2025 Interns. It analyzes the One Big Beautiful Bill Act (OBBBA) passed last year that laid the basis for the enforcement abuses and increased militarization of our communities that we are witnessing today. Across six research papers, the report examines how OBBBA has funded harm by expanding detention, accelerating removals, and diverting billions of public dollars toward enforcement at the expense of our social infrastructure. Drawing on legal, public health, and human rights frameworks, the report documents the lived consequences of these funding and policy choices, including deaths in detention, family separation, deteriorating mental health, and the disproportionate targeting of already-marginalized communities.
